By faith we understand the local congregation to be the largest organized group of people in the New Testament Church. Each local congregation is the same in organization, and assigned work, Christ being the Head. Therefore what one congregation does, the others do also. What is demanded of one is demanded of the other also.

With this principle of truth, it seems that it being a "Good Work" for one congregation to build and or maintain an institution, and since each congregation has the same "Good Word" assigned it of God, then each and every local congregation MUST have its own institutions to comply with the Word of God.
